Trump Trumps Clinton Now What? (Electoral College 279 to 259)

 

The total as of this writing was Trump with 279 Electoral votes from approximately 59,441,968 (47.5%) popular vote while Clinton held 259 Electoral votes from approximately 59,649,606 (47.7%) popular votes. Once again the election goes opposite the popular vote, something often criticized as are the men who designed the Electoral College such that the big state numbers have their advantage but face it being slightly marginalized by the setup of the Electoral system. First let us indulge in a quick review on how the Electoral College works and the reasoning for it being used by the United States. The system is easily broken down. Every state and the nation’s capital, Washington D.C. all get two electors for what is their Senatorial representation (Washington D.C, is treated as if it were a small state with representation of a single delegate in the House of Representatives and two Senators). After this each state receives an elector for each Representative they hold in the House of Representatives. California receives fifty-three Electors for their fifty-three Representatives plus two more for their Senators for a total of fifty-five Electors. Wyoming receives a single Elector for their sole Representatives plus two for their Senators for a total of three Electors. This allots greater representation per person for Wyoming over California by a ratio over five-to-one and it is this type of disparity which causes many to loathe the system. The reason the Founding Fathers went with this seemingly convoluted system was identical to the reason for a bicameral Congress with one side, the House of Representatives, set by population thus favoring the larger states and the other side, the Senate, with two per state providing the states themselves with equal representation regardless of population size or land mass. The Founding Fathers realized that should they have permitted straight democracy that this would have produced mass rule, followed soon by mob rule and then collapse as had every democracy throughout history, and they desired building a nation which would be more stable. The main difference came about when the House of Representatives ceased being based on one Representative per set number of people to a set cap of four-hundred-thirty-five Representatives and the States receiving a minimum of one Representative and the remainder allotted proportionally. This also capped the Electors in the Electoral College at five-hundred-thirty-eight once Washington D.C. was allotted three Electors despite not having any actual representation in the Congress.

Next we need talk about the polling data being so skewed throughout the campaign and only closing in the final thirty-six hours though the lead did narrow slowly before the rush to even the night before Election Day. There are numerous claims as to why the polls consistently favored Hillary Clinton over Donald Trump. One claim was that their intent was to press the idea that Trump could not win, period. This would, in theory, berate Trump supporters with so much bad news wearing them down such that they would give up and not bother to vote. The problem with this tactic is the vast number of Trump voters fell into two main categories, those who believed that a President Trump was the answer to America’s woes and those who were voting to emphasize their view that America was failing them and its Constitution. The first group was true believers with many voting for their first time despite having been registered for years. This was evidenced by the record number of voters in Republican primary elections. These people would have walked over burning embers to have voted Trump just as Hillary Clinton’s true believers were voting for her no matter what. The second group was making their voice heard loud and clear as they had a message for America and thus were determined to vote. A majority of Trump voters were with him at the start when he was one amongst seventeen and stayed the course. The third group of Trump supporters was the “stop the Hildabeast” and would stop at almost nothing to prevent the catastrophic consequences of Hillary Clinton being coronated President. Trump was not their choice, he was their life raft and these people were highly motivated to vote but were also motivated not to tell pollsters the truth about their vote choice. There was a minimum number of people who were pulling the Trump lever in the voting booth who were not firmly entrenched in the ranks of Trump supporters though for many a varied and different reason but were all there for the whole four quarters and would have remained just as committed should the race have gone into sudden-death overtime, which it came close to doing.

 

Then there is the fact that the media is skewed to the left end of the political spectrum. When one considers that Fox News is touted, even victimized cast as a reactionary, right-wing, extremist, conservative to the point of reactionary news station where every anchor and host must prove their ultra-conservative bonafides in order to get in the door, then it becomes obvious that the remainder of the news is far more liberal and even leftist by comparison. What then pushes the rest of the news syndicates even further left is this definition of every and any-body of note at Fox News is, by definition, ultra-pure reactionary-conservative which presumably includes, wait, wait, wait for it, Chris Wallace (see image below). As per the link, Chris Wallace worked at ABC News for 14 years where he served as the senior correspondent for Primetime Thursday and a substitute host for Nightline. Before that Chris Wallace served a NBC’s Chief White House correspondent from 1982-1989. Chris Wallace moderated Meet the Press from 1987-1988. Chris Wallace also anchored the Sunday edition of NBC Nightly News from 1982-1984 and 1986-1987. Chris Wallace began his career with NBC at WNBC-TV (NBC 4) in New York in 1975. Chris Wallace is, at the most extreme of his leaning right, a moderate of impeccable discernment. Fox News is considered to be so far to the right because the rest of the news groups live with the academics in unassailable Ivory Towers found only in the extreme leftward climes. Fox News is to the right of almost all news services with the exception of CBN (Christian Broadcasting Network) and a few select others and many on-line commentators most of whom have their following and limited audiences. Like in all things political, it is all relative to where you yourself choose to stand. Us, well, we stand so far off to the outside that we fall Beyond the Cusp.

Meanwhile, let’s get back to the election. Donald Trump did win, so stop pinching yourself. Hillary Clinton gave an honest and worthy concession speech in which she expressed her hopes that though she was not fated to break that glass ceiling, that perhaps one of her many supporters, possibly one in the hall listening as she spoke, would be the woman to break through shattering that glass ceiling once and for all. Trump was gracious as well in his victory comment where he praised Hillary Clinton for her determined and high pressure campaign which had pushed him to strive and become a better person in response. Trump thanked and congratulated the Republican candidates and politicians who backed him for their support. He thanked Dr. Ben Carson, Chris Christie, Rudy Giuliani, his family including parents, brother, his other brother who has passed on, his wife, children and so on and thanked a number of workers he noted in the crowd. He was the real Donald Trump, the Donald who stops and talks with the guys digging the ditches at a construction site and the carpenters, brick layers, crane operators all before, after and even during holding higher level talks with the foremen, supervisor and engineers. This is one trait which makes the Donald who he is and why so many speak so highly of him, he actually takes the time to recognize everyone and give all a piece of the praise and credit. We will need to wait and see how this translates to the insular nature of the Presidency and life in a bubble, a very nice bubble, but a big white mansion style bubble called, remarkably, the White House. One thing for sure, being President is far more challenging than running for President and we are about to watch a capable man try and meet the biggest challenge of his life and starting out with two outs, man on second base, a three balls two strike count down five runs in the top of the third inning. It will be vital to equip himself with a top notch team as he cannot, nor would we here at Beyond the Cusp wish, run the effort almost singlehandedly. His pick for running mate showed good judgement and was wise but it will have to wait for more trust, let alone praise, to be lauded upon Donald Trump. He will have an excellent chance to prove his metal right out of the box filling the huge gaping hole left by the late Justice Antonin Scalia in the Supreme Court bench. This selection will act as an initial window to Trump’s soul, an entity which was called into suspect early on by some stalwarts of the Republican Party. Should this choice not fully measure, up these suspicions are very likely to reappear and do so very quickly.

 

The main Cabinet appointments will come at the State Department, Secretary of Defense, Education Secretary and United Nations Ambassador. For this last office returning John Bolton, should he decide to be available, would be a strong start. Rudy Giuliani would be a strong choice for any high profile position but might be best used to either lead the deconstruction of the Department of Education returning virtually all power down as locally as possible and keep almost nothing in Washington D.C. which could save many a school system as they would be liberated to spend all their time on teaching and none on meeting testing requirements, indoctrinations ordered from Washington and meeting near endless paperwork requiring additional staff who are not in any manner connected to teaching. They simply document compliances and send the forms to their school district, county, city, state, Washington D.C. and file copies with the office, every vice Principle, the Principle(s), Advisors, required teachers, required parents and whomever and whatever else is demanded. Some of these forms are actually daily reports and that is what many school systems have become, report generators which produce endless streams of paperwork and uneducated graduates whose school years are documented thus presumed productive. Donald Trump’s choice on who leads the Veterans Administration will be carefully watched as will any changes which are implemented. Here is another place where paperwork takes precedent over actual work. Hopefully Donald Trump will be able to bring a fair number of real administrators and managers from the real world into government positions where they can do some real good for the government and its ability to serve the people. Needless to go further than to simply say his appointments will speak very loudly and hopefully be armed with Teddy Roosevelt style big sticks. Tell the truth, not only do the people of the United States await Donald Trump’s important appointments’ names, but many around the world are also waiting to see who he is able and desires for top spots, especially his inner circle which includes but may not be limited to the Foreign Affairs Advisor, Secretary of State, Secretary of Defense, Security Advisor, Joint Chiefs of Staff amongst others. What will be another indicator is who a President Trump calls to the White House from the Republicans in the House of Representatives and the Senate as well as who, if any, he invites from the Democrat side of Congress. These choices could prove to be greatly tactical as it may establish who a President Trump feels will best work with him on his agenda.

In conclusion, it will be educational once we start to see the choices Donald Trump makes officially sending to the Senate for their review and vote and those he keeps close under his vest and does not seek the Senate’s approval. Will a President Trump continue the underhanded and unethical practice of having “Czars” who actually perform an identical function as the Secretary over a department who the Senate passed review such that the President had two advisors for all too many departments and the actual Secretary was often left out of the loop and the Czar would actually run the show dictating policy and decisions to the actual Secretary serving the Cabinet. This was simply the means President Obama appointed some controversial people granting them the power equal or higher than the Cabinet Secretary while avoiding Senatorial oversite as per the Constitution. Ending this practice and setting up even a Constitutional Amendment which would define people with certain powers and responsibilities regardless of their title requiring Congressional oversight and be vetted and approved by the Senate as does any other appointee with such powers. Such a move might not prevent a future President from acting in a similar manner but it will empower Congress to then act having the Constitutional leverage to do so. Remember that the first hundred days often set the tone between a President and the Congress, people, national leaders and the world in general. Trump’s initial steps in the Middle East and North Africa will reveal his true foreign policy outlook. The man will be walking into the middle of a forest surrounded by swampland with an angry beehive just over his shoulder and a bear coming for the honeycomb sure to disturb the hive. It will likely be a dark and threatening sky with a hard rain approaching and tornado sirens blaring in all directions. Welcome to happy old Washington D.C. where this is the standard start of a day with a bright outlook and do not ask how a bad day starts, just hope you never find out but as a hint, it usually follows a night where you did not sleep and will be making a speech to the nation the coming night to explain that which you are not totally sure you understand, but make that speech and speak of the solution and whatever you do, do not let them see you sweat and make sure you are dressed appropriate to the news and pray that you get to sleep more than three hours the next night. Mr. President; President Trump, welcome to the world where real people play the game of risk with real wars full of intrigue and always an unknown factor lurks just beyond the cusp out of view arising only at the worst possible time, and we have not even spoken about the media. Media has a single rule you must always remember, they are not your friend, your buddy or somebody you should ever trust because you are the biggest story they have even if they need make up two thirds, they will do so thus be ever vigilant when speaking and they are visible as that places them within hearing that one-third out of which they can manufacture a scandal, and they get paid to do just that. None of us are ever likely to be on the inside and be privileged, or should I say cursed, to know exactly what outside pressures Prime Minister Netanyahu has had to face while deciding what kind of government to form. To most of us it appeared so simple, gather over sixty seats with right leaning to far right wing parties and include a minimal number of parties who might go weak under pressure. That is the sad part, that if Israel chooses the governance best for her that we are assured that the world will come down on us heavy and hard demanding that we bend this way and that until we make a Philadelphia pretzel look like a piece of straight bread. But it is easy to suspect that things were somewhat different this time as one of the few friends Israel has depended upon has turned into her greatest threat in far too many ways. We can all assume that President Obama made it very clear that if Prime Minister Netanyahu went ahead and formed that sixty-one or sixty-seven or whatever number right-leaning government that he would face an adversarial Washington which would not guarantee support in all the usual places. We all know what that threat means and what usual place that President Obama references, the United Nations Security Council. What is left out of that formula is that thus far the United States has not faced the need to exercise their veto purely to protect Israel as the usual Arab state demands either never reached the Security Council or failed to attain the necessary nine votes in favor despite their belief that had it in spades when they presented their petition. We heard some of the caterwauling over the past week if we listened to the wind which carried with it demands that Netanyahu make a demonstrative demonstration of his dedications and whole-hearted support for the two state solution which the Europeans and President Obama and company hold so dear. What may have escaped us was the real meaning of those threats and demands emanating from Secretary of State Kerry, Under Secretary of State Wendy Sherman, State Department spokespersons such as Jennifer Psaki, and President Obama who may have even pressured Netanyahu directly in a personal phone call made necessary due to the reason that it is within weeks, months, years, centuries or millennia to the Iran Agreement, Israeli elections, solar eclipse, arrival of Halley’s Comet or convergence of the planets with the center of the galaxy so President Obama must not appear to permit any public meetings between he and Bibi though he can call and berate him endlessly to toe the line and support the two-state-solution. All this pressure was around one single, but likely unspoken demand, as speaking its name would be uncomely, though why that might matter now is beyond me. That demand was for Prime Minister Netanyahu form a broad coalition and a unity government with Yitzhak Herzog and Tzipi Livni and reward these coequal partners with top cabinet spots such as Justice for Livni as she was so effective in carrying out the Obama principles in the last government, and Herzog to get Foreign Minister and their other highest members to get the Defense Minister and be granted complete control over any building to be approved for Jerusalem or Judea and Samaria. The people placed in that last position need only have one requirement, the ability to say ‘לא’ or ‘no’ in English. This was the real reason Prime Minister Netanyahu kept vacillating and putting off the natural right leaning parties and particularly Jewish Home as I can guarantee you that Naftali Bennett’s name figured prominently in President Obama’s demands for people he refused to find comfort should they be included in any coalition.

 

Even by American standards the interference by President Obama and his Administration in Israeli politics, at levels even exceeds those of President Clinton or anybody before him. The interference by providing election assistance had been done previously most notably by President Clinton and Democrat Party assistance for the Labor Party in Israel has gotten to the point I’m waiting for them to have joint conventions in the future, especially if an Israeli election can be scheduled to fit in relative close proximity to an American elections cycle, preferably a Presidential election. I can see it now, the newly nominated Democrat President with the newly chosen Vice Presidential candidate to his right and the selected Labor Party leader on his left with all three with their hands held together raised in a sign of might and unity of purpose. Why not, is that any sillier than an election group in Israel using the slogan ‘Change the Government’ and ‘Anybody but Bibi’? The only thing they were missing was the Hope for the Future so that could be abbreviated and they would have the proven formula, ‘Hope and Change’. Some slogans are too good to let die. First President Obama launched the campaign to unseat Bibi and the Israelis chose Netanyahu despite being informed what was good for them if they understood what the President of the United States demanded of them. Apparently President Obama missed the parts in the Bible when he learned all about Christianity from the Pastor Reverend Wright whose sermons he never heard, probably had snuck out for a smoke break and missed every last sermon, but he missed the part where the Jewish people were defined by their greatest of leaders, Moses, as well as the all-powerful One when they would discuss the difficulties and presented the main excuse that these were a stiff necked and stubborn people. If Moses and the L0rd found the Jews at their most timid to be frustratingly stubborn and stiff-necked, what did they expect of us today? Demand we vote as instructed by our what? Betters, was that the word? No, I don’t think so, we have our own ideas and will decide what is best for us and not somebody who had appeared all too ready to throw us under the bus for any reason and especially if it would grant him a second Nobel Peace Prize, as that is the only thing President Obama sees Israel as being good for, permitting herself to be splayed out before her enemies and lain low for easy conquest just so before the Middle East explodes into a thousand shards as everything is broken being cut by the jagged and sharp edges of the stone known as Jerusalem and the people who hold her as their only capital city for the last three thousand years and then some. The lesson President Obama missed was on Zechariah 12:2-3 where it is said, “I am going to make Jerusalem a cup that sends all the surrounding peoples reeling. Judah will be besieged as well as Jerusalem. On that day, when all the nations of the earth are gathered against her, I will make Jerusalem an immovable rock for all the nations. All who try to move it will injure themselves.” What might this have told President Obama about trying to influence the Israelis through word or threat? Oh, most likely that we as a people have been threatened by the worst and the best of them and somehow we always seemed to find our own path and walked merrily listening to our own drummer and dancing to our own beat come what consequences may come.

 

Apparently Bibi has finally chosen to fear the threats of the people of Israel above the threats from the ditherer in Washington who has grown so infatuated with his own voice that he still believes it can move mountains and control the minds of the weak and weary. For far too long the leadership of Israel has been too weary and acted too weak when facing this menace when the best route was to stand firm and let it rip and give as good as you got. The funny thing is despite the demands and pressures; President Obama only respects one thing, strength. As a community organizer he knows how to argue from a position of strength which has always meant his position when it was backed by a group ready to fight for what they desired. President Obama, as an effective community organizer would only take on the causes for which he had a ready and willing populace group which he could call out to do whatever was required to gain those demands which had been presented in their name. This is what was behind his threat that he “has a pen and a phone and knows how to use both.” The pen was the obvious reference to Executive Orders and the phone was presumably connected to a group in the society which he knew supported everything he does and would gladly show up wherever needed and provide the agitation required to put the correct measure of force behind the cause, whatever that cause might be. The pen does not work in Israel and who could President Obama call out to protest beyond those who are already out there protesting, thus his two biggest weapons are nullified. That leaves the only single threat which might appear to hold water and be a meaningful threat, the threat to no longer protect Israel before resolutions brought before the Security Council, so exactly how vulnerable and what are the probabilities and realities about the threat itself?

 

The first thing we must ascertain is exactly how far might President Obama go in leaving Israel vulnerable to United Nations whims and fancies? Whatever is going to happen in the General Assembly is going to happen and usually against Israel and there is little anybody is willing or even could do even if willing, that is a dead zone for Israel. Then there is the Human Rights Commission which as part of its own laws and procedures is required to denounce Israel at the start of every session whether there is anything Israel related even to review, it does not matter as the bylaws require the denunciation of Israel before the session is permitted to continue. To point out that the Human Rights Commission is probably the only place outside of UNRWA where Israel is held in such unpopular esteem, makes it another lost cause. The rest of the commissions, agencies and organizations attached or circulating the United Nations all have their preconceived levels of disdain for Israel and her people and the reverse is surprisingly not necessarily a given, most Israelis have little care about the numerous appendages of the United Nations. So, thus far the threat by the United States President to stop support for Israel has absolutely no effective change as these areas are already universally against Israel by a large majority. That leaves the Security Council which is the one place where the veto power of the United States matters just as do the veto powers of Great Britain, France, Russia and China. So, it is possible that Israel might find another benefactor to provide the veto coverage needed. But would that be necessary? It would if Israel was concerned with everything the Security Council produced. There are basically three classes of resolution which the Security Council can issue, the Chapter Seven binding resolutions, the Chapter Six nonbinding resolutions and referential resolution which carry advisory weight and will likely receive more weight once should the General Assembly also validate it but still it would not be binding. The nonbinding resolutions passed by the Security Council are still heavy weight resolution and often carry the threat of being voted on again as a Chapter Seven binding resolution, and that brings us to the crux of the matter, Chapter Seven Resolutions. We have to face it that even if the President instructs Ambassador Samantha Power not to veto everything else, Israel will survive even if we may suffer a slight rash. But would President Obama instruct Ambassador Power to not veto a Chapter Seven binding resolution? Such a move allowing such a resolution to take effect requiring Israel to comply or face potential military force from the United Nations, and do not weigh such lightly as it was just one such Chapter Seven resolution which led to the Korean War, would President Obama, the Ditherer in Chief, actually deploy United States military personnel against Israel in order to back a Chapter Seven edict? To quote President Obama, “I was elected to end wars, not to start them.” It is our contention that the threat of not protecting Israel from every vote in the United Nations Security Council will only apply to Chapter Six nonbinding resolutions and not Chapter Seven where the United States veto would be utilized as it would not be prudent to set up a situation where United States military would enter into a shooting war against Israel. So, once again we see that President Obama has made a threat which costs him nothing and in the instance where his words would also require action by the President and the armed services, then the likelihood is that he will crumble before the pressures. Yes, Bibi made the correct choice to call the President’s bluff and listen to the Israeli people and forge a right leaning coalition. Now let us hope that Prime Minister Netanyahu can muster the stomach for some real pushback and he can start actually building and not pretending to support additional residences in Judea and Samaria. Also, start every cabinet meeting with a reading of the San Remo Conference Treaty as it is fairly short and Israel needs to get the reality of how much land we have surrendered which the Sinai Peninsula was a coequal part compared with Jordan which was built on lands set aside for the State of the Jews. Below is a copy of the San Remo Conference Agreement. Read it and remember it as it is a great place to start in communicating to every corner of the world who claim that Israel and the land promised to the Jewish People after World War I which had nothing to do with the Holocaust which had yet to occur and had everything to do with reinstating the Jewish People in their homelands. The restitution of the Jewish homelands was seen as a good and necessary step to start to make amends for the evils perpetrated against the Jews throughout the world and it was reasoned that restoring them to their Biblical Lands would make a great start. Let us press for this start to be made good and end the perfidy perpetrated today by the same governments under presumably more civilized leadership than in all of history yet they will require great amounts of jolts from the past, a retelling of the worlds they themselves transcribed at San Remo and made a solemn oath which must be attended to before the past no longer has meaning as history is no longer a vestige within the curricula where history has been replaced with lessons in proper acceptance of the new tolerance and acceptance which has little time or regard for promises past. Those who care not for the past will soon find themselves in the midst of it as it has a way of sneaking up on us with great stealth followed by a roar as it swallows the present whole immersing all in the retelling of tales of history ignored.

San Remo Conference Agreement


It was agreed –
(a) To accept the terms of the Mandates Article as given below with reference to Palestine, on the understanding that there was inserted in the proces-verbal an undertaking by the Mandatory Power that this would not involve the surrender of the rights hitherto enjoyed by the non-Jewish communities in Palestine; this undertaking not to refer to the question of the religious protectorate of France, which had been settled earlier in the previous afternoon by the undertaking given by the French Government that they recognized this protectorate as being at an end.
(b) That the terms of the Mandates Article should be as follows:
The High Contracting Parties agree that Syria and Mesopotamia shall, in accordance with the fourth paragraph of Article 22, Part I (Covenant of the League of Nations), be provisionally recognized as independent States, subject to the rendering of administrative advice and assistance by a mandatory until such time as they are able to stand alone. The boundaries of the said States will be determined, and the selection of the Mandatories made, by the Principal Allied Powers.
The High Contracting Parties agree to entrust, by application of the provisions of Article 22, the administration of Palestine, within such boundaries as may be determined by the Principal Allied Powers, to a Mandatory, to be selected by the said Powers. The Mandatory will be responsible for putting into effect the declaration originally made on November 8, 1917, by the British Government, and adopted by the other Allied Powers, in favour of the establishment in Palestine of a national home for the Jewish people, it being clearly understood that nothing shall be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine, or the rights and political status enjoyed by Jews in any other country.

Challenge President Obama and Change the Entire Budget Battle

A single undeniable truth that can be said about the budget battle is that the Republicans are getting the worst end of the blame. It stands to reason as the Republicans decided to pick their fight over Obama Care (Patient Protection and Affordable Care Act) by defunding it specifically in this continuing resolution knowing that they would be facing opposition from President Obama, Senate Majority Leader Reid and the majority of the mainstream press. The blame falling on the Republicans for any budget battle has a long-standing history and it does not matter which political party holds the different position, the Republicans are always the ones who are shutting down the government and denying services to the population. The only break the Republicans have received was due to the overreach by the Obama Administration who sought to go to ridiculous extremes to make their point. When the Administration gave the orders to the numerous separate Cabinet Departments to shutter everything and anything they possibly could close in order to inconvenience the most number of people, they perhaps should have said within reason instead of everything and anything possible. When the Park Service cordoned off the World War II Memorial which sits in an open area which had to have barricades erected and guards placed to enforce the no trespass the monument is closed order, they perhaps chose badly. The Republican legislators gained a photo-op as they came down from Capitol Hill and removed a few barricades and opened the memorial allowing a number of World War II veterans, who were all elderly making the scene that much more poignant, to visit. The same became the case when some news services reported that the very same Park Service had barricaded the parking lot at Mount Vernon. This was made to appear even worse as Mount Vernon is run by the Mount Vernon Ladies’ Association who also own the parking lot which is serviced by the Park Service making their closure appear as exactly what it was, a spiteful move done purely to hurt as many people as possible over the government shutdown. Despite these few examples, you cannot tune in to a news broadcast without hearing at least three and as many as uncountable references to the Republican shutdown of the government as if the Democrats are clean of any blame for the impasse.

 

The Republicans in the House of Representatives, the branch of the Federal Government tasked exclusively with initially formulating the budget and the place where all financial outlays must begin although these items must then pass the Senate and the President, could change the entire fight over Obama Care and instead make the battle over the fact that they are doing something which would be revolutionary for the years of the Obama Presidency, passing an actual and real budget and ending this deceitful practice of running the government by passing Continuing Resolutions every few months. Ever since President Obama first took the oath of office the United States Federal Government has failed to pass a single budget. There are some advantages and opposing disadvantages to running the Federal Government, or any government, by passing Continuing Resolutions every few months in place of formulating an actual budget for the entire year. Should you wish to be able to increase spending radically more than usual then the Continuing Resolutions is your ticket while passing an annual budget restricts the increase in spending. The reason for this is when you have to stick to an annual budget the increase is measurable and can be debated while with the Continuing Resolutions you can increase spending with each resolution which even if the exact same percentage is the rate of increase, the fact that these increases are being applied compounding their effect, this actually has the effect of increasing the spending by a greater amount. For example, if you increased a department’s budget 10% and say their budget had been $1,000,000; then their budget for the next year will be $1,000,000. If instead you passed a Continuing Resolution every three months with each employing the same 10% increase, a quarterly budgeting, then you would take the budget for the first quarter which would be $250,000 and increase it to $275,000. When you get to the second quarter the 10% is applied to the budgeted amount after the last increase so you apply the 10% to $275,000 resulting in $302,500. At the third quarter you apply the 10% to the $302,500 which yields $332,750 and in the final quarter you apply the 10% to $332,750 yielding $366,025. When you add the spending up you have $275,000 + $302,500 + $332,750 + $366,025 resulting in an annual budget totaling $1,276,275 which is $176,275 more than if you had made an annual budget. That is almost triple the increase in spending just by passing four Continuing Resolution instead of one annual budget.

 

Of Course when passing these Continuing Resolution there will always be the crisis, real or manufactured, that requires an extra amount to be put into a budget which simply compounds and makes for even higher increases in spending. An example of such is the current debate over funding for Food Stamps where the Democrats wish to increase the spending by 25% more than the Republican desire though the Republicans are still offering to give the Food Stamp Program a healthy increase. Of course the news is reporting that the Republicans are attempting to cut Food Stamps by 25%, the exact difference between the increases proposed by both parties. When you are convicted by those who give the public their news of decreasing or cutting funding whenever you offer to increase spending by less than the other party you will constantly be portrayed dishonestly as being Scrooge before the ghostly visitations.

 

If the Republicans took a novel route and came up with a budget that would extend through the entirety of the fiscal year they could argue that they were only being responsible and proposing an annual budget like anybody else does when it comes to spending. They could point to the fact that even when President Obama had a solid opposition proof majority in both Houses of Congress that the Democrats still refused to pass an actual annual budget choosing instead to utilize numerous Continuing Resolutions in order to allow for massive increases in spending made with smaller steps which together added up and produced a record deficit beyond any previous Presidential budget, even double that produced by President George W. Bush who according to President Obama spent beyond all reason. They could further advise that they were proposing that Obama Care be financed on an as needed basis so that the public could be informed of the actual costs used to implement this untested venture into government assured medical care. They could press the fact that they also desired some changes chiefly among them that if those who President Obama granted a one year exemption are not to be held to their obligations under Obama Care then the American people should also be given the same one year exemption from their obligations under Obama Care. The concept is a simple one learned by most of us in our youth, if it is good for the goose, it is good for the gander. America has always been based on equality as well as freedom and liberty. We have equal opportunity, equal application of the law, except when some are exempted from Obama Care, we have equal responsibility and we have equal representation in governance. Exempting those few favored sectors of our society from their equal obligations under Obama Care while it is being applied in its entirety on the people simply because they do not have the cadre of lobbyists, lawyers and influence peddlers to argue and pressure those in power to give them favors is against everything America was founded upon. To punish the individual while catering to big business, unions and others who wield political clout is an abomination and this is the wrong that the Republicans need to stress when they have any opportunity to get their message out. Of course it would help if all of the Republicans actually were supporting the people instead of their political pals in Washington. That is another problem with the attempt to equalize the application of Obama Care, too many in Washington simply support anything which further empowers Washington and tough luck to the people back home. Hopefully the people will have a message for those who so callously disregard the wellbeing of their constituents.
